Eid al-Fitr is the biggest holiday in Indonesia, as the country has the largest population of Muslims in the world. For most Indonesians, it’s been a tradition to travel back to their hometown by the end of Ramadhan to reunite with the family and celebrate Eid al-Fitr. Before the pandemic, millions of travellers are regularly joined in this massive migration called mudik. However, since last year the government had to forbid its citizens to travel during this holiday to mitigate the spread of Covid-19; unfortunately, the same regulation must be put back in place this year.

Indonesia Covid-19 Task Force has published another circular letter on 8 April 2021, particularly for Travel Prohibition during Eid al-Fitr and Ramadan 1442H (Full letter can be downloaded here). The implementation of the regulation will be enforced in three phases, the first phase is on 22 April – 5 May 2021, the second phase is on 6-17 May 2021, and the third phase is between 18 May – 24 May 2021. 

1. Pre and Post of Eid al-Fitr Period (22 April – 5 May 2021 and 18 May – 24 May 2021)
   • Domestic Travel within Indonesia
     • Travellers must present a printed certificate showing negative results of the PCR-Test or Rapid Antigen or GeNose C19. The samples must be taken within a maximum period of 1 x 24 hours before departure. 
     • Fill out personal information at Indonesia’s e-HAC application. 
     • Children below five years of age are not required to take any Covid test. Suppose the traveller holds a valid Covid-19 test (any methods) result in negative but shows classic symptoms. The traveller will not be allowed to continue the trip and must carry out another PCR-Test and undergo a self-isolating program until the examination results are generated.
   • International Travel to Indonesia
     • Outbound Indonesia: requirements should refer to each destination country’s policy (including transit) and information on the government, embassy, and related authority’s website or IATA Travel Center here. Some countries strictly not allow flight transit, while others still allowed it with terms and conditions. Consult with your airlines before finalizing your booking flight. 
     • Inbound Indonesia: International Travellers coming as a tourist cannot enter Bali or Indonesia. The exemption policy for foreigners are only for those who hold valid Official Visa; Diplomatic Visa; Visitor Visa; Temporary Stay Visa; Official Stay Permit; Diplomatic Stay Permit; Temporary Stay Permit (KITAS); and Permanent Stay (KITAP). Click here for detailed information. 2. During the Eid al-Fitr (6-17 May 2021)
   1. Both Domestic and International Travel activity are generally put on hold throughout the country; only travellers with urgent reasons such as:
      • Essential work/ business travel
      • Sick family visit
      • Family member bereaved visit
      • Pregnant woman and one family member as a companion for a short visit, but childbirth trip, a maximum of two people are allowed to accompany the mother.
      • Health services trip.

Travellers with purposes as stated above must have a printed travel permit from the related institution or Exit / Entry Permit (SIKM) from/ to DKI Jakarta, Bali or other areas in Indonesia. Indonesia’s airlines also might have another travel declaration form that passengers must be filled when making a booking.

In that sense, a foreigner with a valid, specific visa can still enter Indonesia before 6 May or after 17 May 2021. Please be noted that the regulation of five days compulsory quarantine in Jakarta is still in placed, so you must count the date for your visit appropriately before booking a flight; otherwise, you can be trapped in Jakarta for 12 days due to the domestic travel ban.
