Good News: Bali adjusts covid restrictions to PPKM Level 2, down from 3

Bali keeps improving its status on controlling the Covid situation, which is currently under PPKM Level-2 from 19 October 2021 until 1 November 2021, when the next update will take place.

Main details from today’s announcement alleviates the operating hours and restrictions for cafes and restaurants, malls, tourist attractions, supermarkets and gyms among others, creating a more comfortable scenario in Java & Bali.

The government eases policies and regulations in 54 areas (including Bali), categorised as PPKM Level-2. For further information, please read below.

Indonesia Ministry of Home Affairs (Kemendagri) issued an Instruction Letter Number 53 of 2021 concerning the enforcement of social restrictions (PPKM) Level 3, Level 2 and Level 1 responding to Covid-19 in Java and Bali islands. This regulation is valid from 19 October until 1 November 2021.

Based on the World Health Organization (WHO) guidelines, certain criteria cause an area to enter the level 2 category. The requirements are:

  • The number of positive cases of Covid-19 is between 20 and less than 50 people per 100,000 population per week.
  • The number of hospitalisations between 5 and less than 10 people per 100,000 population per week.
  • The number of deaths is less than 2 people per 100,000 population in the area.

In the future, to be able to proceed from level-2 down to level-1, the percentage of 1-dose vaccine coverage must reach 70% of the total population in a particular area/region, and the elderly vaccination coverage must also at least reach 60%.

Updated Regulations for the implementation of PPKM Level-2 in Bali

  • Non-quarantine hotels in Bali can accommodate a maximum of 50% capacity and must utilise the PeduliLindungi application to monitor the entry / exits of guests and employees. Gym, meeting rooms, and other public facilities in the hotel can only be accessed by 50% of maximum capacity. Restaurants are temporarily advised to serve food to-go in boxes and no buffet.
  • Supermarkets, groceries, and traditional markets selling daily necessities are limited to operate until 9 pm (Bali time), with a maximum capacity of 75%. While markets selling non-daily needs are only permitted to open until 5 pm (Bali time). Scanning QR codes using the PeduliLindungi application at the entry of Supermarkets and modern groceries is mandatory.
  • Pharmacies and drug stores can operate 24 hours.
  • Street vendors, pulsa/mobile data counters, barbershop, laundry, food hawkers, laundry, car wash and other small businesses are allowed to open their businesses by implementing strict health protocols until 9 pm (Bali time).
  • Restaurants and cafes can operate until 9 pm and receive dine-ins with a capacity of 50%. The regulation of table setting with a maximum 2 persons is applied, and log in to PeduliLindungi application is mandatory. The restaurants or cafes serving dinner are allowed to operate between 6 pm to 12 am.
  • Malls and shopping centres are open until 9 pm with maximum total visitors 50% of full capacity. Kids below 12 can enter the building ONLY IF accompanied by their parents. Log in to PeduliLindungi application is mandatory.
  • Cinemas are allowed to open with a maximum total visitors 70% of full capacity. Kids below 12 can enter the building ONLY IF accompanied by their parents. Log in to PeduliLindungi application is mandatory.
  • Places of worship (mosques, prayer rooms, churches, temples, Viharas, and temples) are opened with maximum total visitors 75% of full capacity.
  • Public facilities (parks, tourist destinations and others) are allowed to open with a maximum capacity of 25% and strict health protocols. Log in to PeduliLindungi application is mandatory. Kids below 12 can enter the building ONLY IF accompanied by their parents.
  • Venues for arts, culture, sports facilities/gyms and social activities can be opened with a maximum capacity of 50% and strict health protocols.
  • Domestic travellers using private cars, motorbikes and long-distance public transportation (airplanes, buses, ships and trains) must show:
    • Vaccine card (at least first dose vaccination);
    • PCR test is compulsory for airplane passengers who still received the first vaccination (the test must be taken 48 hours at the latest before departure)
    • Antigen test is compulsory for long-distance private cars, motorbikes, buses, ships and trains passengers who have received full vaccination (the test must be taken 24 hours at the latest before departure)
  • Mask is still compulsory to wear in public area
